So the gear pick of Reconnaissance is great for a satellite or spy plane shot. But it reads for only one single photo. What about more constant satellite recon?  for examples:
Tears of the Sun - SEAL team on the ground in Africa watching the thermo scans of local military following them.
Patriot Games - office personnel watch the live thermo scan of a raid on a terrorist base.
Alias - uses this Gear Pick in several episodes.
24 - again used in several episodes.

How would you describe this as a Gear Pick?
Regardless of if it is being used by the men on the ground or the suits in an office, the constant scan of a scene with a thermal imager.

Use it as written.  Reconnaissance lets the players make Search/Perception checks at a remote location. The description of it as photographs is a special effect.  If the players want thermal imaging video, cool.  It's still a remote Search/Perception check, so it's still Reconnaissance.

If you're looking for something like the first edition contact lens gadget that was described as real time thermographic satellite imaging that gave the user a, if I recall, a bonus against surprise, build a gadget that does that with either Skill Bonus (Notice/Awareness), Skill Bonus (Search/Perception), or both.
