Supose I want to give a species talent a single ability hit of -2 (in this case to Strength to represent the effects of coming from a world with lower than earth standard gravity). Would [ -0.5] be a reasonable cost?

I figure yes as while +2 specific / -4 specific is costed at [ 0] and thus implies a [ -1] cost to an unmatched -2 penalty, there's inflation involved in still getting a bonus and the double penalty going to the one stat.
