So I'm looking to build a rival group of adventurers to crash with my players on their travels.

Since they will be showing up a few times would it be better for me to build them using character creation or using monster creation?

Monster Creation all the way. That way they can always be tailored to be proper threats.

This.  I've used the Beam effect - skinned as a whip - to great effect with a game I was running at the local game store.

+1 vote for the Monster Creation.  Plus.. when it comes to baddies.. giving 'rival players' the NPC engine of FC can be alot of fun.

Definitely use the Monster Creation rules. They can take important class abilities of whatever class you want them to emulate and they'll be much more balanced against PCs than you would be by actually building enemy characters in other games.

Define effective.  Smiley  Time-saving-wise, about 10 times faster. Fun-wise, it depends on how imaginative you can get!

The "monster" system is by far one of the best features for a GM to use.  Its easy, making adjustments on the fly is possible, it really allows you to build an NPC the way you want them to be.
