Hello,

I have a question. A character can take a free actions out of his initiative count, ag to make a free attack against a flat footed character with flail basics?

Generally, no.  If a character option lets you attack when it's not your turn, it will say you can immediately make an attack when some condition is met.  Compare Flail Basics and Flail Supremacy, and you should see what I mean.

Initiative actions can be taken when it's not your turn.  See the Arrow Cutting or Parry tricks for examples.

Most initiative actions can not be taken outside of your turn. (You can't Delay, Distract, or Ready an action until your initiative count comes up.)

In general, if an action is possible out of turn, the action contains a description of when you can take it.  The Feather fall spell says it is a free action usable any time, even on others' turns.  Parry and Arrow Cutting also contain their own rules.

In other cases, it's the GM's decision.  Talking as a free action is probably Ok, but I wouldn't let someone make a free attack unless they already had an action readied.
