Hi, what if a character wants to learn to play a musical instrument? Is it considered a Study? Is it a Focus of the Impress Skill?  Huh?

I'd make it a study myself. That would then give you a +1 bonus to your Impress checks.

Impress covers the act of playing. Either for it's checks or to make coin and rep during downtime.
