Intelligence Bonus and Skill Points

Only a small question: According to the rules, you gain a number of skill points equal to X+Intelligence bonus per level (x4 at first level). So, if the Intelligence bonus of my character increases by one (let's say, at 8th level my intelligence score rises from 11 to 12), do I immediately gain a number of skill points equal to my level + 3 (11 skill points)? Or does this change only affect following levels?

And the same question for Vitality points: If the constitution bonus of my character increases by one, then I gain a number of vitality points equal to my level, right?

Yes, you get the retroactive bonus as if you score had been that since level 1. Same with vitality.
