Spells - 0 level, starting spells and gaining new spells

Hi everybody:
1) do 0 level spells have a cost in spell points or not? Are they for free, à la cantrips in Pathfinder?
2) A mage starts with a number of spells = to his/her Wisdom SCORE (not modifier) + the Spellcasting Bonus (ranks + int modifier) right?
3) How are new spells gained? Each new rank in spell casting, or raise in Wisdom, allows a mage to learn a new spell?

1) They're free; you just have to pass the Spellcasting check.
3) It's ranks, not total bonus; otherwise, you're right.

Additionally, if they take the Spell Library feat they gain their spells equal to their Lifestyle and another everytime it goes up.

And someone who takes their first character level as a mage gets another 4 0 level spells via their core ability

There has also been mention of at least one additional way to learn spells coming in the new Spellbound book (being able to learn new spells by spending Reputation).
