A risen watcher in the dark has frenzy and charging mastery but also has shambling. I plan to half the bonuses from frenzy and charging mastery due to the shambling quality rather than get rid of the bonus actions all together. Does anyone else handle it any differently? A regular watcher in the dark is worth 5 XP than a risen watcher in the dark so I don’t want the undead version to be too much weaker.

You're not necessarily locked into the template once you take it. The templates aren't providing any kind of "discount" for their effects; they're simply pre-built packages of qualities. I'd just drop Shambling off and call it good.

Or use both.

Normally it's limited per shambling.

When it Frenzies it picks up the extra actions and can use it's Chargeing feats.

Simple, effective, and doesn't go easy on the PCs.
