So, I can't sleep and I'm flipping through my Adventure Companion when something occurs to me.

Cloak and Dagger makes use of the Fragile Heroes Campaign Quality to drive home the danger a simple knife fight can present. However, I had a thought: Are special NPCs also affected by the Campaign Quality? Or, rather, should they?

In the context of Cloak and Dagger, I think they should. Everyone should be just as likely to be to be killed by a knife in the gut as everyone else. It also doesn't gimp the menace of Legendary Monsters since,  they're already 4 TL over the party (grades of Tough not withstanding).

Thoughts?

It doesn't actually made a difference if it does apply or not… it reduces the bonus from class vitality and NPCs don't have classes  Grin

That said, if you make the opposition easier to kill, then it just balances the two sides, so fights don't really become that much more dangerous.

In our campaign I've reduced the amount of vitality on both sides, as it makes combats go a lot quicker and makes them more dangerous for both sides. Reason: it's what our group wanted! Smiley

My point is, in Cloak and Dagger, the fights are supposed to be fast and deadly because fights are supposed to be the last thing a player wants to get into. Yes, keeping the health levels of NPCs the same gives them a bigger edge, serving as further disincentive, but Vitality jumps up really fast on Special NPCs, so I don't think the players would be big fans of having to chop through a huge block of Vitality when ambushing a senator while he has a greater chance of fending them off because their Vitality is so much smaller than normal.

I'd reduce the vitality of special NPCs with this campaign quality in play (same as PCs).  Seems both fair and thematic.
