Does the game allow this?

I mean for a full-on villain game with the players busting up thieving crews and brutally putting down rebellious tratiors to the empire?

Not in the core book, no. We are looking to delve into playing "the dark side" in supplements, but the tone of a Steel Ministry game is so different we wanted to seperate them cleanly.

And that sounds like you've got a plan for Mistborn RPG'ing more than the core book, yes?

Yup! You can expect a full range of PDFs and print materials, including an Alloy of Law book and yes, a release handling the Steel Inquisition (which will, among other things, let you play on their team).
