Although the arguably two most important feats for a gunner are Quick Draw and Surge of Speed, letting you spend four actions a round reloading. Combined with a bandoleer, this will let you fire a Load 7 firearm five rounds out of six (if you do nothing but fire and reload).

Alternatively, you can pretty much pull the same thing off with a pair of pistols and just Quick Draw and a Bandolier.  Getting a pair of pistols will be expensive, though, but it saves you a feat.

Turn One -
Move (1/2)
Attack (1/2)
Load 1, 2 (Quick Draw)

Turn Two -
Load 3, 4 (Quick Draw)
Load 5 (1/2)
Attack (1/2)

Turn Three -
Holster Pistol 1, Draw Pistol 2 (Quick Draw)
Attack (1/2)
Load 1 (1/2)

Turn Four -
Load 2, 3 (Quick Draw)
Load 4 (1/2)
Load 5 (1/2)

Turn Five -
Attack (1/2)
Load 1 (1/2)
Load 2, 3 (Quick Draw)

Turn Six -
Load 4, 5 (Quick Draw)
Attack (1/2)

Except that holstering pistol one is a handle item action, so swapping them is two actions.

Also, the Quick Draw and Surge of Speed route lets you fire once a round for five rounds straight before needing to spend the sixth just reloading.

Also, since you're not moving the longer range of the rifle is very appealing, and you're golden in the case you can get a Haste effect on you to fire every round until your flask is empty.

It also works for a heavy crossbow.

The standard way to approach the issue is to carry two or three pistols, plus a sidearm such as a saber. You wouldn't reholster the pistols as you used them, you would just set them down.

Another curious note on black powder weapons is that the Deadshot stance from Bow Basics is arguably mechanically superior for black powder weapons users than the stance from Black Powder Basics.  Of course, it requires some investment (getting Bow Forte) and wouldn't fit some concepts at all, but it may be worth a look.

I accounted for the holster/draw with Quick Draw, which gives you two handle items a turn.

Your other points are certainly fair.

Yeah, I misread how you were breaking down the actions.

Historically this is where the lanyard came in to keep from loosing those expensive weapons, especially on horseback.
