Use of lots of homebrew can lead to characters that lead the referee and other players to go "eh?" and have to go look up what everything does.  Use of a bit is fun.  How would this work for a balanced limit?

A measured dose of homebrew (campaign property, permanent)
Each character gets 4 homebrew points at level 1 and 1 at each additional level.  They may spend them as follows: 4 to take levels in a single homebrew base class; 3 for an expert class; 2 for a master class.  2 for a species/talent; 2 for a specialty.  1 for a feat; 1 for all other feats in a tree in which they already have 1 feat; 1 for 2 tricks; 1 for 2 spells.  Alternatively, they may sacrifice all use of homebrew points in order to have access to all components of a specific system, such as Blankbeard's Aegis' psionic system, but no access to other homebrew.  The referee reserves the right of refusal on any homebrew selected.

Point of order:  Aegis did nearly all the work.  I whined about the physical adept not being Hercules and made a couple classes, my first.

Heh. I've been very much considering a campaign quality that limits players to exactly 1 "complex" character option, with Personal Lieutenant and Animal Companion leading the list of neat, but extremely time-consuming options out there.
