I'd think this'd be a good candidate for those "counts as having one more feat" things, in this case chance feats.

  • Each time you gain 1 or more ranks in Impress, you also gain an equal number of ranks in Investigation. This may not increase the skill beyond its maximum rank. (3).

Apologies for coming into the argument (if that's what it is) a little late, but what's wrong with little dogs? Pardon me if i get a little defensive, but i have 3 chihuahuas, and they are not rats.

The only reason little dogs bark or behave aggressively is if they haven't been correctly socialised or trained, like any other dog. Blame the owners, not the dog. One of my dogs is a rescue dog - it took me 2 years to break the bad habits she'd picked up from the last scumbag that owned her.

And as to the natural attack question, it's definately caliber I with a strength score of around 4. The negative penalties mean it'll do the minimum 1 pt of damage, and if you've ever been tagged by a little dog, you feel every bit of that 1 pt...

  • (0.0) Requirement: SHIELD Allegience.
  • (0.0) +2 to lowest attribute, –2 to highest attribute (your choice in
    the case of a tie).
  • (4.5) You gain one additional action die at the start of each session.
  • (1.0) At the start of each mission, you gain 1 Caliber I or II gadget pick; you must provide the housing.
  • (1.0) You gain an extra SHIELD-themed Associate grade contact. This contact improves by 1 grade at career levels 6, 12, and 18.

    non-villain NPC possessing the SHIELD allegience by 1 grade without a skill check.

 Tongue Stupid Tongue : Not big, not tough, just dumb. Fortunately, people can plumb your (shallow) depths and give you a break.

  • -4 Intelligence, +2 to any 2 other attributes.
  • You gain a +1 bonus on all action die results. This bonus increases by an additional +1 at Levels 5, 10, 15, and 20.
  • You gain 1 additional Interest at Levels 0, 2, 4, 6, 8, 10, 12, 14, 16, 18, and 20.
  • Once per session, when you would suffer a penalty to Reputation/Net Worth for an action you've taken, this penalty is reduced by 2/$100k.

that reduction for net worth shouldn't it be 2repution or $100,000 net worth? since reducing the net worth penalty by 2 would be worthless.

That's quality rules design right there! It's a mechanic that instantly translates to a common mental picture. Maybe not one you want, but still.
