From the rules it states, "submit your entry by fully completing the sign-up form found on the Site" but where is the sign-up form?  If it's in plain sight I fully open myself up to ridicule cause I can't see a sign-up form link.

No no, that text is a bit misleading. As I understand, all you have to do is add a comment to that page to enter.
