Under Acrobatics/Skydiving, it says on a successful check, a character takes 1 stress damage per 1000 feet fallen, as opposed to 1 every 100 feet fallen. Is this distance the actual distance fallen total, or just fallen with chute open. I ask, because should it be the previous, that could be a lot of damage (a standard HALO starts at 25,000 feet to 35,000 feet, or 25 to 35 stress damage4 (250 to 350 should the check be a failure).

Throwing someone out of the back of a C-130 can be pretty stressful...  lol.  (Sorry for the edit.  I hit enter while typing and it posted.)

I've always played it as total feet.  Even after your shoot opens, you have to worry about landing into water, trees, road with moving traffic, bouncing off a skyscraper.. all stressful stuff.  And.. now that you point out.. failing a stress save from a HALO drop seems sucky...
