Bit new to using the NPC creation in the book.

I figured out how to use most of the stats, but a few I cant follow. Is this right for a threat level 8? These are the stats:

Init V; +5
 Atk VI; +7
 Def V; +5
Resilience V; +4
 v/wp: V; 40/19
 Competence: VII +5

 Skills: Bluff VI, +6

So when I put this down on an easy to view form Should it come out to this?

Initiative rolled = d20+5
Attack Roll = d20+7
Defense stat = 10+5

What are resilience and Competence for?

HP:
Vitality 40
Wounds 19

Resillience is for your 3 saves, competence is for skill checks for which you don't have signature skills

Is 13 in defense normal? My players have defenses that are 17-20.

13 is low, but for someone who has no Dex bonus, a slow Defense progression with Career Level, and no character option whatsoever raising his Defense, quite normal.
