Depending on the timing, Marcus may not even be present outside the cell.

If this is happening the same time as Franklin's surgery, he'd either be praying in a waiting room or helping with the surgery itself.

If this is happening after the surgery, Marcus will be with Alice, watching from outside the cell.  He'll only intervene if he senses Hondo is actually going to use the tire iron on the prisoner (Sense Motive +10) at which point he'll call out to Hondo to stop, asking him to cool off outside the cell and let Elsie take it from there.

Then the interrogation should take place after the surgery, so Alice can complain to Marcus that Jenkins, her wrench, is jealous of Hondo's tire iron.

Oh dear. Elsie's base Will save is 4, Head Fake and Good Cop both require base Will Saves higher than that. Can she perform either of these maneuvers with a penalty?

Alternately, can she expend an action die to exert enough Narrative Control to treat her base Will save as 1 higher for the purposes of this conflict round?

The biggest question is what the Enclave wants with the NYC folks.  "What were you sent to do?"  And "Why did that need to be done?"

We've got a couple of junior Brotherhood of Steel members, but basically we're looking for someplace good to settle down now that we're out of the vault?

Interesting theory.  Too bad the federal government has no authority to curtail crime in any state.  Nor is New York required to defer to any president who has not been lawfully elected, who cannot make any law without Congress in the first place.

I wonder how much of this was covered in "Vault Civics." 

May I drop a couple of Action Dice to make sure young Alyssandra read the Federalist papers before being seduced by the machines?  I'd like to give this de-jackbooted goon a nice verbal smackdown.
