It's worth noting that as far as i can tell, the US Actor's Equity isn't involved.

Yep, that's a mistake on my part. I was getting confused with the blacklist order issed (and recently lifted) by SAG. The head of the Aussie Union is the big bad here. He was quoted earlier this year as saying that he would be using The Hobbit to try and unionise NZ.

PJ was interviewed on NZ tv last night and he said that he felt ambushed by the situation. He got quite emotional about the whole matter, and made it very clear that he wants the movies to be made here. Two Kiwi actors (from the union) were also interviewed and they also wanted the movie to be made here. We've got execs from Warners down here next week, so there's going to be a pretty big effort from much of the country to get them to stay.

Also, not to sound like an apologist, but SAG is in a bind about things like this. since they technically have to expel members who work on non-union productions. Typically this is handled by the actor in question resigning from the guild and then rejoining after the production is over, but it's always been an issue.  That said, I don't think The Hobbit and Peter Jackson were the proper choice to make another stand over this.

Not entirely related to the discussion regarding NZ, but something James Marsters said at PhxComiCon this year in May.

"To give you a true idea of how difficult it is to get work in LA as an actor, only 20% of those people who claim to be actors get into SAG and of those only 10% are working. That's right, 90% our professional trade guild remains unemployed ... so someone like Paris Hilton can get a reality show!"

You know Hasselhoff wasn't half bad as Nick Fury.Or at least I remember it like so because I was a kid.
Although I really like Jackson I am not too kin on seeing him as Fury.

That's why unscripted television appeals so much to network executives. They don't have to deal with the unions. That's what brought about the work stoppage in Hollywood a while back. The screenwriters guild wanted to bring in the producers (who also script out some moments of the unscripted shows... I know, who would have thunk it) into the guild and the studios balked.
