why does it have to be historical. why couldn't someone have reopened it in the modern day.

As it is, it's historical (the game).
But, yes someone could want to revive Heinrich I (again), or recover/rebuilt old Nazi tech (Venom minigun anyone?) and have latex clad minions.

One idea would be to combine the Nazi Horror with Sci-Fi Survival Horror.

Start with a WWII military team tracking a Nazi force moving to the antarctic and they intercept them in a secret base that is uncovering a forgotten temple. Cue them finding something similar to the Xenomorphs or a shapeshifter.

Early on, cripple both methods of escape and force them to either defeat the Nazi and the monster while working with captured scientists to stop more from awakening (or whatever) as well as escape.

A positive attitude may not solve all your problems, but it will annoy enough people to make it worth the effort.
