For the innuendo/sense motive skill check, there is a provision for the GC to spend an action dice to give an NPC in the line of sight an innuendo check to notice the message.

But there's no provision for PCs to notice innuendo between NPCs.

How would you handle that?

Right...

But how does a PC intercept a message if not an intended recipient?

That's along the lines of what I was thinking (behaves similar to conceal action), but would be mechanically different from the existing convention with NPCs.
