I have developed a deep interest in running a campaign that's something like a mix between Snatch (or Lock Stock and 2 Smoking Barrels) and Oceans Eleven... with maybe a little HardBoiled thrown in. I'm thinking of having the characters start in whatever interests them (car theft, convenience store holdups, ect.) and eventually more on to taking down Black Knight Casino. Anyway, while I think this will work perfectly fine with stock 2.0, do you guys think I should hold off until 10k Bullets to start it off?

Yeah...10kB is MADE for this campaign. Your list of references all fall within my own in developing the property, heist games are a particular love of mine (see The Heist, this summer's smash-hit 10kB demo), and criminal mayhem is greatly aided and abbetted by that book. BUT I would never suggest you stop a campaign to wait for it. You have the players, so get playing

I would strongly suggest allowing the PCs access to the 5-level previews of the Fixer, Thief, and Thug base classes from the
Living Spycraft site, as this will allow you to more smoothly incorporate 10kB when the book is on the shelves
