I want to create a new rescource pick called "Plans".
This pick allows for detailed plans from the interior of a building or vehicle.

Does anybody knows how to proceed.

That's how I'd treat it as a pick, and I'd let it function mechanically similar to a Skill Boost gadget. A bonus = Power Rating to checks the GC accepts would be benefited by having such plans.
