Can someone please point me in the direction of the rules governing having someone dead to rights, and executing them?  I don't mean completely helpless, I mean like a sniper who's target has no possible way of knowing he's there, or a person walking down a street who puts a .22 to the back of a random strangers head and pulls the trigger.

I have the first printing [the AEG one], and two copies of the second [they are slightly different in appearance and such, but I'm not sure if the page numbers are different] - so either book's page reference is fine.

I'm sure I've seen rules - something like spend an action dice to kill the target, but I can't completely remember them and want to show a player who was talking about this sort of suitation.

EDS is what it was called in the Spycraft 1.0 ... Basically, have someone dead to rights like a gunbarrel to the back of the head, spend an AD and they die. The GM can also call EDS if you drop off a height greater than so many stories, typically 20 for me, since there is no way to survive it unless you are at least a 14th Explorer (which means I need to cut the bunji cord first next time).
