The body you find is already dead, not much you can do for him. You do however notice another man, leaning against the vehicle, who struggles to lift a revolver at Fix-It as she approaches.
"Get Away" he tries to shout, but it comes out at little more than a hoarse whisper.

Express grimaces a little at Fix it, then turns to the stranger. "Sorry, he's not meaning to be threatening.
If we wanted to hurt you..i think our guns are bigger than yours. What happened here? Would you like medical attention? some water?"
Express lowers his shotgun. Once the other man has lowered the gun completely, he will immedietly throw the gun back in the holster. "It;s obvious whoever was here is gone now. Story of my life..arriving to late to do any good.."

Express looks over the horizion scanning, but he doesn't expect to see anything. Instead he turns back where he can do the most good. "We're honest traders. We're capable of protecting ourselves, but we're no threat to you. Just tell us what happened, so we can be on the look out. If there are raiders or bandits out here..we want to know about it."

Scrap falls back while the talkers do therr thing.  He makes a concerted effort to stay alert and focuses on any tracks or evidence he can find to give him some idea of what happened.  His revolver sits unbuckled and loaded in its holster (readied).

The man squints a bit, and realises how outclassed he is, and his arm drops - he still keeps a loose hold of his gun, but unless he is a master of acting and disguise he's in no condition to be shooting anyway.
"I don't know what happened, we were driving... there was a sandstorm, engine blew and we started getting ripped up by bullets. Then it all went quiet again."
He shuts his eyes, even without medical knowledge it looks like he's only got hours at most without medical attention.

this is probably wisdom based so 19+8 =27-4=23 since i am sure it requires a first aid kit, so i have a 23.

Express says nothing, but something doesn't sound right. He looks, trying to see if the man is lying. Why would someone shoot and not steal anything or move in?  He'll check for signs around, looking at the tracks to see where the car was coming from, and if in fact, there was a sandstorm. He'll look to see where the shots may have come from.
Does the body looks like it flew from the car, or was he running? Check the car, were they hauling anything?
He looks at his companions for reactions as well. Still lying or not, there doesn't seem to be alot they can do here.

"we should get this guy out of here. It's obvious his cars not going anywhere, and we can't leave him stranded. Of course we can't delay to much either. "

(is there a town or something nearby? where can we take him that's 'safe')

While the medic works on him, Fix-it checks on the state of the car, has it been recently shot?

The car has several large holes in the side of the engine, as if caused by something like a large caliber sniper rifle, opening up to see the engine unleashes a mass of black smoke and the thing looks pretty trashed - you'd have to replace most of the engine to get it running again.

The living man stabilises - he's hardly in good condition, but you think he's safe to move, it looks mostly like blood loss from a large hole in his leg (matching those in the car) and you think he may well lose it, unless you can get him to a decent medical facility (limited to Brotherhood bases, some better equipped vaults, or towns utilising a lot of pre-war tech like vault-city). He's not currently conscious but you could wake him up if you wish?

On the surface it looks like the body was hurled through the windscreen, then managed to crawl a short way before expiring - he has 2 of the large-caliber holes punching into him - one's made a real mess of his stomach.  It may be possible to detirming more with detailed forensics, if you're willing to spend an hour or two looking.

There are no villages in the immediate vicinity, the area is well travelled by nomads and bandit groups - but you're not familiar enough with their patterns to guess if there's one nearby.
The village you're heading to anyway may be your best bet.

"Two should go get the vehicle, bring it here, so we can load this guy and head out. I'll stand guard, and somone should stay to watch my back. " Express draws his shotgun again and stands over the unconcious man, his back leaning against the shell of a car. Now that the man is unconcious he feels free to speak more openly.
 
"I can't figure out why they were attacked. I mean, there was no profit in it, they weren't raided, they don't look like spies..it just doesn't make sense." He pauses looking over the scraps of vehicle again.
"I guess we could salvage parts, but it doesn't seem worth it. Smoky Joe might get mad at me for passing up the oppurtunity, but screw it.  Something stinks. Let's get the hell out of here."

"I got yer back," Scrap says as he scans the horizon in all directions with his rifle.  "We may be settin' ourselves up fer 'n ambush, so we might as well be careful," he mumbles as he makes his way to the closest cover. (I assume it's the car, but any sort of rock outcropping would work as well.  Anything that could provide cover if we get attacked from any direction.)

trys to find a way to construct an easy stretcher, 2 poles and a blanket are all thats needed,

You can rig up a simple stretcher easy enough and return to the car.
None of you notice anything else out of the ordinary - though for some reason that troubles you.
