I may be missing something, but from what I can see, by the RAW, 0 level characters will never advance since they would always be multiplying their base XP by the lower of career level or threat level. Threat has a floor of 1, but I can't see a similar comment about career level.

I always consider that you would use it as a training scenario. The recruits go through training and come out the other side as 1st level agents.

Oh, I agree the intent is either the first mission gives them 1000 XP or that the XP multiplier has a floor of 1, but my comment was to the RAW.

I always thought having PCs start at level 0 would be awesome for a zombie break out. That would bring out some serious terror.
