COMSEC Center isn't an exclusive quality, but CIA isn't known for it's expertise in code breaking and simply having the Kryptos in your lobby isn't going to improve your code breaking abilities.
And CIA doesn't list any Cryptographic careers (though many analysis careers require mathematic degrees) in their web site.

Advanced Lab; I'll give you that.

Media Lab, there is no quality at under that name.
 - Media Studio gives you a bonus to Invitation requests; I think you meant this.
 - Liasons (WoF) gives you a bonus to Work Group (Impress) requests; CIA has a pretty good PR machine.
Of the two I'd give them the Liasons rather than the Media Studio.

COMSEC isn't an exclusive quality you know, and it's the CIA with the unbreakable code sculpture in its front yard.
Advanced Lab - look up your espionage history and the use of gadgets.
Media Lab - dear god how can you even ask that

Without going into too much depth, I'll quickly shed a little light here.  COMSEC is the regulatory standard for the record keeping, safe guarding, destruction and retention of classified material.  (COMSEC Custodian, COMSEC LH, COMSEC User, etc. etc.)  COMSEC is DoD / DoS / DHS wide.  Cryptography / Cryptanalysis is the actual art of creating and deciphering codes.  Those are typically handled by one of the two major depts.  Sometimes a third.
