Welcome to HyperCity
Population: Fluctuating

HyperCity is a grand place, with architecture the envy the world over, when it is rebuilt.
It is a place of business and commerce, mainly the commerce of kidnapping businessmen.
It is a place with the best science and medical facilities in the surrounding territories, as evidence by the freaks of nature that occasionally surface.
It is a safe place, as least on Sundays, when everyone is watching football, though after the game could get kind of exciting, so remember to follow the curfew!

You are the newest members of the proud institution tasked with protecting law and order in this fine jewel of humanity, the Private Police Contractors hired by the city.
Or, if you prefer long hours, short pay, high pain, and low respect, then you could join the HyperCity Police Department.
Or if you are particularly enterprising, you could try to start your own licensed police business.  You can even get a discount on renting an office!

Hyper Armored Police Force Go!  (Or “Hapffguh”) is a Spycraft 2.0 “Police Procedural” *snicker* in the finest anime style of shows like Dominion: Tank Police (http://en.wikipedia.org/wiki/Dominion:_Tank_Police), Hyper Police (http://en.wikipedia.org/wiki/Hyper_Police), and Bubblegum Crisis (http://en.wikipedia.org/wiki/Bubblegum_Crisis).
PCs are the newest recruits in the ongoing shooting war on crime, whether they are part of the over-armed PPCs, the hapless HCPD trying to hold things together, or even the newest small police inc. group trying to scratch by a living one arrest at a time.

Starting Level: 2
Rolls: www.invisiblecastle.com
Character Creation: All non-faction player options from the four printed books (so base, WoF, all classic and Greek fantasy species), as well as player options from Real American HEROes (including HERO and NME options, see below).  However, anything explicitly supernatural is not allowed.

Current Campaign Qualities:

Big Budget (+0 XP) - Even if you don’t have much, everything you have is sleek and shiny.
Blockbuster (+0 XP) - Michael Bay.  That is all.
Bloodbath (+0 CP) - Because of OmniMegaCorp medical experiments at the local hospital, the average blood pressure and volume has increased to alarming levels.  Due to this, even something as small as a papercut can turn into a fountain of blood.  Also, the “Red Light” district has been renamed the “Nosebleed” district.
Comedy of Errors (+75 XP) - HyperCity seems to be plagued by stupid and/or unlucky people, and only the truly talented can actually get things done.
Common Spectacle (-25 XP) - Quiet?  What’s that?
Gladiators and Gunmen (+0 XP) - Note: CQB range is unchanged, but special actions for both are activated.
Omni-Competent (-100 XP)  - Those good at what they do are really good at what they do.
Quality of Life (+0 XP) - In HyperCity, Fortune favors the pretty.
Rank - Thanks to the Standardized Police Force Ranking System, even the lowliest small police businessman can boss around flatfoots.
Revolving Door (+0 XP) - Because true heroes of HyperCity never really die.  They just spend time in a body cast in the infirmary.
Violent (+50 XP) - Remember, HyperCity is a safe, friendly place.  Bring your kids!

Daigorō "Cub" Itto son of a disgraced cop, who was framed for the murder of his wife by a corrupt politician. an event that had driven his dad mad with grief and forced him to take his infant son on a killing spree throughout the underworld of hyper city trying to find his wife's killer and clear his name. a mission he had never completed. when he became old enough Daigorō continued his dads crusade.

what do you think? i am thinking wheelman but not sure.

Sounds like a twin-fist shooter.

Also, quick note before I turn in: PCs will have to decide if they want to work for the HCPD, one of the larger PPCs, or if they want to start their own personal police business.  The choice will determine things like whether we use Faction, Hybrid, or Freelance rules, and are a major deciding factor on whether or not we use a Stockpile economy.

Kobayashi 'Boomer' Benjiro, tactical weapons specialist
No-one's quite sure how he managed to get heavy weapons traiing in the police, but nevertheless, he's the department's only certified operator for all things tactical. He has a terrible disciplinary record, mainly based around the fact that when he gets wheeled out, city hall will be shelling out to rebuild the several blocks that he has razed to the ground. He isn't subtle.

im not partial to any one faction. also in regards to my character are there any feats in transmechs that would over turning a motorcycle into a personal luitenant? for now though i am looking at a wheelman 2 with a racing motorcycle that is a bit souped up. (i cannot believe those things are only caliber one.)

Good idea, but I should point out that a trained unsubtle heavy weapons guy is actually quite common this setting.  Think the movie verse of Last Action Hero set in the new Total Recall.  Or the two cops played by Sam L. Jackson and the Rock in The Other Guys, only there's a whole SWAT team of them.  Or Robocop, only they use the budget for a cyborg cop to instead purchase a battalion's worth of military equipment, and takes itself even less seriously.

Sorry, still don't have Transmechs, so I can't help you there.  Though by all means, soup up that motorcycle.

Not really, just happens to be that way.

They fear Oso (http://tvtropes.org/pmwiki/pmwiki.php/Main/BearsAreBadNews?from=Main.EverythingsWorseWithBears), a door kicker maker second to none.  Clad in the heaviest assault armor, weilding the heaviest assault shotgun, and totally not equipped with a flame thrower, the bear has shattered the dreams of every crook ever to say "You ain't gettin' me outta here" nearby.

Unfortunately, mentally uplifted bears were declared an endangered species almost the moment they were created, and have been barred from using weapons of any type.  They aren't even allowed sledgehammers during construction jobs.


Speaking of Not Quite humanity:

AbNorms
"Must be something in the water."

Whether it is because of the practices of the Karen Hospital, the slightly lax safety measures of the local Fussed Fusion Power Plant, or the "secret" ingredient of the Slop Burger of Slop Burger, humanity now finds itself living with some... interestingly varied cousins in the genetic tree.

Elves
Most common of the AbNorms, Elves, despite their "closeness to nature", are loath to actually get their hands dirty, unless it is for some environmental awareness thing.
While more likely to be law-abiding, it is not unheard of for there to be a crooked one running some ring or other in the streets.
Any Elves on the police forces tend to be desk jockeys, though there are a few renowned snipers with pointy ears.

Orcs
Second most common AbNormal, but also the most likely to be at the center of any trouble that happens.  Every city has its downtrodden ethnic group, and Orcs find themselves holding the short straw in HyperCity.
This doesn't mean that there aren't good Orcs, just that the odds of improving their quality of life tends to be stacked against them.

Dwarves
Blue collar workers, bar none.  If there is good, honest work, there is at least one Dwarf working there.  Usually the only times they wear suits is when they are meeting on behalf of a union.

Fun fact: The last three Chiefs of the HCPD have been Dwarves.  The most recent, Olimar "Ollie" Alexander, aka "Red-faced Bullhorn", has the best record so far, though he reportedly has been having problems with his blood-pressure.

Pech
The smallest AbNorm group in HyperCity.  Seriously, you can count the number on both hands and feet (if you have those).  Half of those are on most wanted lists for varying degrees of theft and larceny.

Centaur
Of the AbNorms, Centaurs are the most civil minded, with the largest percentage of government employees in relation to it's own population.  Then again, those that don't are also more likely to be troublemakers, including the gang "Wild Stallions".

Fun Fact: There is a saying in HyperCity - "Save a horse, ride a Centaur."

Triton
Second smallest AbNorm populous, by about three people.  Usually singers or dam workers.

Faun
Thrill seekers, risk takers, party animals (yuk yuk)... As long as it gets the adrenaline flowing, there is usually a Faun doing it.  This includes bungie jumping off buildings, breaking into places they shouldn't be, and being on both sides of a gunfight between cops and perps.  To a Faun, the scariest thing in the world is a dull 9 to 5 job.

Gorgon
Not much to say about Gorgons, other than that those aren't snakes (it's just their hair), 1-in-4 are male, 1-in-3 females are bat-buggery insane, the other third is of the six-armed snake tail variety, and the final third are rather nice honest ladies.  Strangely the men have a Jamaican accent, yet the women don't.

Nah, more like they realized "what the f%&^ are we doing arming a smart bear?!" and tried to find a PC way to disarm a potential problem.

Now, I might be able to swing a bear animal companion.  And as long as he hasn't been mentally uplifted (just naturally really smart), he technically is exempt from the “no weapons” rule.

He could be an orc or dwarf with stylized armor.

That’ll work.  Just remember to make him sound either ghetto or Bronx (respectively).

Now you're just encouraging the character to be a robot bear who disguises himself as a suit of powered armor, with a petite catgirl or midget Personal Lieutenant who normally rides inside.  (Of course it would be a cloned and enhanced version of Wojtek's brain, that was cryogenically frozen in 1963, so the robot would drink and smoke.)

Unless you can give a full and accurate (and balanced!) rulesway to pull this off, I'm gonna have to say no.
If you were saying the Orc had a bear's brain implanted in him, then sure, but this...  :-\

"Corn-Fed" Unborn is what jumped right to mind.  That Corn-fed is a Talent and Unborn are a FantasyCraft species is not the point.  Okay, it is.  It totally is.  Truly Massive isn't for Unborn and was errata-ed out of FC.  (I would have suggested spending a Level 1 only feat to shift up one size category, from Medium to Large, reasonable.)

Or the whole Origin of the Species - Transmechs (http://www.rpgnow.com/product/63037/Origin-of-the-Species%3A-Transmechs) "book."  I'm quite willing to toss the alternate form And use the Mini-Mech feat for my "person."

Let me sleep on this, and I'll try to mush the Talent/Species/Feat down into something reasonable.  Or let me get drunk and I'll buy you Transmechs.  Or both.

(If you want subtle, the best thing to do is convert a garbage truck.  If I ever play Shadowrun again, I'm playing a rigger with a garbage truck, one with the forks on the front for lifting little dumpsters.)

Alright, let's talk geography!  Namely, the urban geography of HyperCity itself.  Still working on the details, though I figure with all the explosions and reconstruction that are a daily part of life in this crazy, crazy place, I can probably play things a bit loose with those.

The Highway

The chief feature when trying to figure out where one is in HyperCity is the highway that passes through the epicenter.
Called "The Highway", this ten-lane raised freeway (five north, five south), when viewed from the Official Map of HyperCity (or OMH, rhymes with "tome") enters city limits from the southwest corner, before curving straight north through the very center of the city.  After passing through the center, The Highway curves again before exiting the OMH city limits at the northeast corner.
Because The Highway passes through the very center of HyperCity, it is the dividing line between the eastern and western sides.

Fun Fact: It is illegal to walk, climb, or otherwise not be in a working vehicle on The Highway within city limits.  (Addendum: Rocket skates are considered a vehicle)
Anyone walking on the highway without official police escort will have a $1,000 dead-or-alive bounty placed on them effective immediately, to be collected by the first motorist to hit them with their vehicle.
Note: anyone with a previous criminal record are disqualified from bounty collection.  Any such attempts of collecting a bounty should be considered a hit-and-run.
If you should break down on The Highway, do not leave your vehicle.  Signal for a tow, then wait for one to be escorted to you by police forces.

I like HEMTT (http://www.primeportal.net/transports/sanders/armored_hemtt.htm)s for best truck though there is no MRAP version.  (The chassis can support a lot, so you could kit one out for a rumble.)

i would picture something carrying several bikes and a bear on rocket skates to be a bit... larger.

Nononono, I was just giving an example of the types of characters you might expect from this setting.
Aka, mildly psychotic, exaggerated (bad guys go muhahaha, good guys spout hotblooded smack, etc), prone to trying to blow things up as a solution to everything (I mean really, a huge laser cannon to "fight terrorism"?), and just plain crazy awesome.
Ya'know, like an over armored bear thing with a jetpack.

That, and I wanted to spread the patriotic awesome a little.

P.S.- I am intentionally avoiding saying precisely where HyperCity is, 'cause I get the feeling that if reality knew the city's address, then the whole thing would come tumbling down.

Going to have to dig out my rulebook to check it (later, got things to do), but considering that I'm allowing things like attack helicopters and Bond-style sports cars armed up to the trunk in gatling guns, a bike with an auto-cannon should be doable.
